If they try with just 51 votes, Republicans have the means through which they can strip it apart. This is why Obama is trying to keep on track the conversation of getting GOP votes in the Senate. He knows full well what will happen if he doesn't get a handful of them. I don't know why DeMint is not talking about the six "negotiating" Republicans, but they are the key here.
